BroadGun Software (Melbourne, Australia) recently released a new version of its pdfMachine software which lets users create PDF files with security features.

pdfMachine is a Windows print driver that produces great quality PDF files. The product provides a simple to use interface allowing you to produce PDF files from virtually any Windows application.

Cost is U.S. $49 per user.
